This bill is totally unconstitutional as it violates the first amendment of the US Constitution and the 36th of the Maryland State constitution.

I believe it can be shown the the whole American Medical System can be proven to be a religion. That means this bill is introducing the State’s religion! Even if a judge disagrees with my interpretation of current case law which will establish this as the State’s religion, the curriculum is such that it parallels topics of most religions. I present these 2 arguments with case law in the document below which I will be submitting as my testimony in opposition of this bill.

Remember that “strongly held beliefs” is all that it takes now to define a religion. And if the committee doesn’t withdraw this bill, they are in fact showing how strongly they believe in the “system” they are promoting and therefore strengthen my allegation that it IS in FACT A RELIGION!

While HB0558 is not unconstitutional on its own, the whole health department and the educational system are in fact unconstitutional. However we cannot address that at this time and instead have to try to regain our constitutional freedoms using the bills that are presented before us today.

That brings up HB0558 which is a bill requiring the county BOE’s to develop a new health curriculum in their educational curriculum. The bill allows for the parents to opt out of only certain topics of the curriculum. There are many issues with this.

  • BOE’s tend to hide the sexual content in other areas that can’t be opted out of. We saw this in Montgomery County last year. Unfortunately the law suit stating the religious rights of the parents were being violated was poorly presented and as far as I know they lost the law suit.
  • Legally any strongly held belief can be considered a religion. That being the case, we the religious freedom fighters can claim that the state is pushing their own religion on us using this curriculum, making this whole bill unconstitutional.
  • Because each person’s choice of healing can also be considered their own strongly held belief and therefore part of their religion, the option to opt out of the whole curriculum should be provided.

I cover all these points in my written testimony below. Please read it. You may copy and paste all or any part of it that you choose. We as a community have failed to exercise our freedom of religion properly. I believe it is time that we change that. Let them have their agenda by allowing the bill to be passed. But only allow it to be passed with the option for the parent/guardian to opt out of the whole stinking ungodly thing!

It puts the decision squarely on the principal to display what ever flag he or she or it, decides to display. According to the policy the principal decides what is educational and what is not. This is not limiting, it is giving up your authority as a parent to control what goes on in the classroom.

On top of that the policy violates the statutes since the statutes state only the American flag can be displayed. No others, not for educational purposes, not for equality, not for religious purposes! Only American or one for patriotism. That’s it.

Restore The Free State is transitioning from an incorporated entity to an unincorporated entity, a Private Members Association!! We believe that unincorporating is not only good for our audience and have suggested it many times, but that it is also extremely good for us!

Our mission will remain the same and will actually be able to expand. We will not be restricted from supporting candidates running for elected positions and look forward to sharing our preferences! We will continue to attend and support resistance efforts and again will be able to be even more forceful without the fear of the incorporated government affecting our efforts in any way. We will use any funds we receive for marketing materials to enlighten the public with the new narrative to include signage for protests, banners, and any other mass advertising we can afford to utilize.

Since we are promoting unincorporating as a method of escaping the tyranny, we thought it would be best if we did the same! Some of our corporate leaders have already changed their status to American State Nationals and remaining a corporation was not aligned with that status. This transition also helps us help you better because we will not be tied to the statute regulations of a 501 non-profit in any way. So when we emerge from the transition we will be able to support any and all candidates for elected offices without restriction. This is something we eagerly look forward to.

As a result of our transition, we need to hold on any donations for a short period of time, probably 60 days. After that we can start back up with small membership dues instead of donations. Once you are a member there will be certain privileges opened to you, but at this point we haven’t yet defined those.

HB835 – States of Emergency and Catastrophic Health Emergencies –Renewals – Authorization by General Assembly or Legislative Policy Committee – limits Governors renewal of State of Emergency to one 30 day period and then one more only if approved by GA or Legislative policy committee.

This bill is supported by Restore The Free State for approval. But I’d like to get advise on this.  It is interesting that this is one aspect of the HB 17 that Delegate Dan Cox submitted and which is currently stalled. I’m speculating that they are not able to agree on all the aspects presented in HB 17 and so are breaking it into bite sized parts. This is a compromise, but I’d prefer to have HB 17 as it is more inclusive and more aligned to the Constitution.

If they are not going to pass HB 17, then I totally support this bill. How do we find this out? (It is such a game!!!) 

If this bill is passed then in the future, we need to watch who gets placed on this Legislative Policy Committee and ensure it is balanced with conservatives and people who support the Constitution and not set up with people who do not. Even 60 days of lockdown destroys economies and lives and chips away at our constitutional rights. 

This bill is not perfect, especially if this declaring a state of emergency continues to be allowed without hard data to prove it is necessary, which of course is what our lawsuit is all about. (Don’t forget to donate to support that lawsuit. We need funds to get it started, and we are currently well below our projected goals.) There are now instructions here on our website for submitting your approval or opposition to the bills when we are submitting that in the allotted time frame as with this bill.   After you register and create your lists, on the designated submission dates (listed above) log in and select Witness Signup.

You will not be able to submit your testimony if it is not the correct days to do so. I will try this week to get advise on how to respond to this bill before the testimony dates. If you have someone who can provide that advise, please do so and let me know ASAP.

How To Use My MGA Bill Tracking https://restorethefreestate.org/2021/02/28/how-to-use-my-mga-bill-tracking/?utm_source=rss&utm_medium=rss&utm_campaign=how-to-use-my-mga-bill-tracking Sun, 28 Feb 2021 05:19:55 +0000 https://restorethefreestate.org/?p=1061 Starting in 2021, the Maryland General Assembly has implemented an online bill tracking system that makes it very easy for We The People to track legislation that is in progress in the current session. This tool also allows you to submit your approval or opposition to the bill. It tells you when the next hearing is scheduled for the bill and what the current status is. And it allows you to create lists of bills you are interested in following and sends you a status of those bills daily to your inbox! How cool is that!!??

I really like the technology here and have found it very useful so far. I am not aware of any other State providing a tool like this and in fact others pay thousands of dollars to purchase licenses to tools like One Click Politics which do almost the same thing. In fact this tool interferes with tools like One Click Politics because the rules for testimony are that it must be sent through the My MGA not by email which is the method used by these other expensive tools. So we need to be careful of the tools being used.

One thing to keep in mind in Maryland’s bill processing is that the committees are the center of power. The committees determine if a bill goes forward, not your district representative. So when you submit testimony through My MGA Bill tracking it goes directly to the appropriate committee members as they are the people making the decisions at that time. The strategy is to keep bills from going forward in the committee if it is a bill to be opposed. And likewise to move a bill forward in the committee if it is a bill to be approved.

So to use My MGA Bill Tracking first go to the site and create your account. Fill in all the required information.

And click on Register at the bottom.

Now that you are registered, the fun begins! You can now create your lists.

Click on My MGA.

Click the MY MGA button in upper right corner of the page.

Next click on Add List.

Click the Add List button

Think about what types of bills you intend to follow and create a separate list for each one. This makes it easier to follow. So you may have a list for vaccine related bills, and another for gun control. My favorites are for elections and for the emergency management plan (lockdowns).

Give your list a name based on the category of bills you will follow.

Default Notification Setup

Here it also allows you to set up your notifications. If you use Excel, you may like CSV, but most of us just want the notification in our email inbox, so select HTML. Select Yes that you want the notification and then select if you only want to see those bills where the status has changed (Yes) or that you want to see every bill in your list (No). This is a little confusing, so think of it this way – No is you want to see everything, Yes is you want only those bills that have changed. I select No because I want to review all the bills on a regular basis.

Now you want to fill your list. This is not intuitive! You will first search for every bill, and then select from that list only those you want to include. You can narrow your search by using a keyword or phrase. So to look at anything having to do with the emergency plan I searched on emergency (not on MEMA as that is too limiting and you won’t see everything).

So click on the Edit list button to start filling your list.

Give it a second or two to load! And it will load every bill! Now you want to filter the list down to those having to do with your category. Here I filtered on vote. (To get all the bills having to do with elections you need to add vote as well as elections! Otherwise you will not have a complete list!)

Filter down to the category or topic of choice.

Now you can select the individual entries that you want or Select All to get everything displayed and save them to your list.

Select those of interest and save! Don’t forget to Save!!

After it saves you can now see your list by running the report.

The report then gives you the current status of each bill in your list.

Now if you want to add more bills to your list or remove some from your list, simply click edit list again. Your selected items will be displayed first and you will see that they are selected. Now enter the filter key word you want to use this time, and select the additional bills you want to add. Or conversely, uncheck those you want to remove from your list. Again don’t forget to click on Save List when you are finished.

Your email will look something like this.

Daily In Box of notifications.

The report in your inbox will be just like the report displayed above. You can also copy and paste your email table into Excel to sort and manipulate as needed. This helps in getting your testimony actions into your schedule.

Voting and Testimony

So now you want to provide testimony verbally or in writing for or against the bill. Or perhaps you don’t want to write anything but you just want to vote on it. You can do all these things, but you must first have an account in order to vote. Follow the instructions above to create your account. If you already know what bill you want to vote on then you can skip all the list setup that is also above.

So in 2022 voting must occur 2 business days prior to the date the bill is to scheduled for a hearing. So looking at this bill HB0181 – it is scheduled for hearing on Feb 1 2022 at 1:30 PM. So the second business day prior to 1 Feb is 28 Jan (today actually). So you have to count backwards. You also notice that this bill is being heard in the Health and Government Operations committee.

Then you go to your My MGA page.

Click the MY MGA button in upper right corner of the page.

If you are on this page at during the times that witness signup is open, you will see the witness signup in the menu. If you don’t see it then check you times. It is only open between 10 AM and 3 PM. These rules were made as a result of the restrictions for the scamdemic, so if these restrictions continue even after the lifting of the scamdemic requirements, then we need to push the administrative office to open the building back up.

When you click on the Witness Signup, a list of all the bills that are available for signup that day will be displayed by committee.

You will first check the box selecting the bill, indicate if you are representing an organization or leave it blank if you are not, select your position.

So you can select your position to have your vote counted without providing anything written. [Full text][Follow progress] HB 17 Bill Summary:

For the purpose of limiting existing emergency powers of the governor and allowing for meaningful General Assembly advice and consent.

A state of emergency may not continue for longer than 14 days unless the Governor, with the approval of the General Assembly renews the state of emergency for no more than an additional 14 days and that The General Assembly by joint resolution may terminate a state of emergency at any time.

This act prescribes the time and manner that the General Assembly must convene in special session if not in regular session.

Changes penalties from criminal to civil and reduces fines and penalties from not exceeding one-year imprisonment and a fine of $5000 to $50.

An emergency order issued under this title does not apply to members of the General Assembly or the Maryland Judiciary.

The Governor or any staff member of the executive branch may not threaten a member of the General Assembly or Judiciary for an alleged violation of emergency order.

The governor nor any official or employee of the executive branch may require a member of the General Assembly or Judiciary or any member of the public to remain indoors.

Limitations on business or other private property, church, schools shall be “narrowly tailored to meet the exigencies of the public emergency.”

MOST IMPORTANYLY The emergency order is in effect no longer than is necessary to meet the exigency giving rise to the emergency and the General Assembly assumes its function as a co-equal branch of Maryland government.
